DLCC-cum-DLRC Meeting Reviews Banking Performance in Gangtok
Gangtok, September 8 (IPR): The Special District Level Consultative Committee (DCC)-cum-District Level Review Committee (DLRC) meeting for the quarter March–June 2026 was held today at the Conference Hall of the District Collectorate, Gangtok.
The meeting was convened by the Lead District Manager, State Bank of India, and chaired by the Additional District Collector (HQ), Gangtok, Mr Tshering Norgyal Theeng.
Manager and LDO, RBI, Mr Sohan Singh; AGM, NABARD, Mr Tempa Choda Bhutia; AGM, SLBC, Mr Gopal Lama, along with representatives of banks and line departments, were present.
The meeting reviewed banking performance with emphasis on credit delivery, Priority Sector Lending, CD Ratio, agriculture, MSMEs, financial inclusion and Government-sponsored schemes.
The committee expressed concern over the non-conduct of Block Level Bankers’ Committee (BLBC) meetings and directed nodal banks to ensure their regular conduct in coordination with the concerned Block Development Officers. Discussions on the CD Ratio highlighted the need to improve credit deployment, particularly by private sector banks, while ensuring that eligible advances are properly classified and reported.
The committee emphasised greater institutional credit support to agriculture, allied activities, MSMEs and other livelihood-based sectors. Banks were encouraged to facilitate informal micro-enterprises through the Udyam Assist Portal and strengthen lending through SHGs and JLGs.The need for greater financial awareness was also highlighted, with banks and line departments encouraged to organise financial literacy camps, credit camps and outreach programmes.
Addressing the meeting, Additional District Collector (HQ), Gangtok, Mr Tshering Norgyal Theeng, appreciated the Lead District Manager and the participating banks and departments for the effective conduct of the DLCC-cum-DLRC meeting.
He highlighted the critical role of the banking sector in driving economic growth and development, particularly in a small state like Sikkim, where a significant portion of economic activity and livelihood generation is closely linked to banking and financial services.
The ADC called for greater focus on key priority sectors that are important to Sikkim’s economy, particularly tourism and agriculture, while also encouraging continued support to the MSME sector. He urged all banks to enhance credit support to these sectors, stating that increased institutional lending would contribute towards strengthening livelihoods, generating economic opportunities and improving the overall economic performance of the State.
Referring to the Credit-Deposit (CD) Ratio, he expressed concern over its relatively low level. He called upon all banks to make concerted efforts towards achieving the prescribed targets and improving the ratio.
The ADC also stressed the importance of strengthening Priority Sector Lending. While acknowledging the satisfactory level of lending in the non-priority sector, he emphasised that growth in non-priority lending should not come at the expense of priority sectors that are critical to the State’s development and livelihood generation.
He urged all stakeholders to work collectively towards improving credit delivery, meeting institutional targets and ensuring that the benefits of banking and financial services reach the sectors and beneficiaries that require them the most.
Concluding his address, he expressed hope that the concerted efforts of banks, financial institutions and the district administration would result in improved lending performance, enhanced economic activity and stronger livelihood opportunities across Sikkim.
