DLCC/DLRC Meeting Reviews Banking Performance and Credit Outreach in Mangan

Mangan, February 17 (IPR): The quarterly District Level Consultative Committee (DLCC) and District Level Review Committee (DLRC) meeting for Mangan District was held at the DAC Conference Room, Mangan, today.
The meeting was chaired by ADM Mangan, Mr Pema Wangchen Namkarpa, and was attended by the Manager and LDO RBI, Mr Sohan Singh, AGM NABARD, Mr Tempa C. Bhutia, LDM Mangan, Mr Debashis Roy, Vice President, Mangan Nagar Panchayat, Mr Ugen Palzor Kazi, Additional Director, AH&VS, Dr Dechen O. Kaleon, representatives from various banks operating in the district, and officers from line departments.
Key agendas included review of the Annual Credit Plan 2025–2026 for the quarter ended December 31, 2025, and an assessment of bank-wise progress across non-priority and priority sectors such as agriculture, animal husbandry, MSMEs, government-sponsored schemes, housing and education loans, as well as initiatives to expand and deepen the digital payment ecosystem in the district.
Addressing the meeting, ADM Mr Pema Wangchen Namkarpa urged banks to intensify Financial Literacy Campaigns at the sub-divisional level, stressing the need for greater public awareness in view of a few digital fraud cases reported from the blocks. He also advised that Block Level Bankers’ Committee (BLBC) meetings be convened prior to the onset of the monsoon. Noting comparatively slower progress in the agriculture and horticulture sectors, he assured that the district administration stands ready to extend necessary support to improve outreach and participation.
During the meeting, a hand book prepared by NABARD on the Potential Linked Credit Plan (PLP) 2026–2027 for the district was also launched.
Banks were further urged to expedite the clearance of all pending PMEGP proposals.
The Chair emphasised that the forum serves as a platform to deliberate on operational challenges faced by banks and to collectively work towards improving financial performance and credit delivery in the district.
