DCDC Meeting Reaffirms Commitment to Strengthening Cooperative Ecosystem in Gangtok District

Gangtok, November 6 (IPR): The 4th District Cooperative Development Committee (DCDC) meeting was convened today at the Conference Hall of the District Administrative Centre, Gangtok, reaffirming a shared commitment to strengthening the cooperative ecosystem in the district.
Organised by the Cooperation Department, the meeting was graced by Mr Kapil Meena (IAS), Director (M&P), Ministry of Cooperation, Government of India. Also present were District Collector-cum-Chairman, DCDC, Mr Tushar G. Nikhare (IAS), Additional Registrar, Gangtok District, Mr Bijay Pratap Hang Subba, Additional Registrar, Mr Robin Pd. Sewa, and senior officers from various line departments.
A comprehensive presentation was delivered by Mr Riwaj Cintury, Assistant Registrar, Cooperation Department, who apprised the Chair of the ongoing initiatives. The presentation covered the operational status of Primary Agricultural Credit Societies (PACS), establishment of multipurpose PACS, dairy and fisheries cooperatives in uncovered panchayats and villages, transformation of PACS into Common Service Centres (CSCs) and Jan Aushadhi Kendras to ensure access to affordable generic medicines at the rural level, formation of three new Multi-State Cooperative Societies at the national level, rollout of the National Cooperative Database, and the positioning of PACS as Pradhan Mantri Kisan Samridhi Kendras (PMKSKs).
Key achievements and challenges before PACS were also outlined. The deliberations promoted constructive inter-departmental coordination, resulting in strategic directions for collective progress. Among the key points discussed were the strict prohibition of informal or excessive fee collection in land NOC processes, and the identification of suitable space for establishing food godowns.
The Chair emphasised the importance of undertaking market studies, preserving indigenous seeds, and enhancing convergence between Farmer Producer Organisations (FPOs) and PACS. Further, he highlighted the need to encourage youth participation in Multipurpose Cooperative Societies (MPCS), explore the availability of government land for cooperative-led activities, and strengthen marketing strategies. He urged the replication of successful cooperative models, expansion of activities over the next two months, and maintaining sustained commitment to organisational objectives.
The meeting concluded with the formulation of actionable plans with clearly defined responsibilities, aimed at ensuring seamless coordination in future initiatives. A vote of thanks was proposed by Ms Rita Sapkota, Assistant Registrar.
