DC Namchi Advocates Inclusive and Employment-Oriented Skill Development at Quarterly DSC Meeting

Namchi, June 17 (IPR): The quarterly meeting of the District Skill Committee (DSC) was convened under the chairmanship of the District Collector, Namchi, Ms Anupa Tamling, at the Conference Hall of Town Hall, Namchi, today.
The meeting aimed to strengthen a bottom-up approach to skill development planning and empower district-level stakeholders to foster a qualitative, coordinated, and sustainable skilling ecosystem. Discussions focused on creating a demand-driven, industry-aligned, and inclusive framework that enhances employability, entrepreneurship, and livelihood opportunities across the State.
Addressing the gathering, the District Collector underscored the importance of implementing skill-based training programmes that generate employment opportunities within the State, thereby strengthening local human resources and contributing to the efficient functioning of various sectors.
She emphasised that all District Skill Development Plans (DSDPs) must be formulated in accordance with the specific needs and aspirations of both the district and the State. She further stressed that such plans should cater to individuals across all age groups and socio-economic backgrounds, ensuring equitable access to skill development opportunities.
Highlighting the Mission for Adolescents and Youth Advancement (MAYA), a pilot initiative of the District Administration, Namchi, aimed at safeguarding young people from social challenges while facilitating access to opportunities for personal and professional growth, the District Collector stated that targeted skill development programmes should be designed to support school dropouts and vulnerable youth. She observed that such interventions would help make them self-reliant, employable, and confident contributors to society, while also strengthening their trust in government initiatives.
The District Collector further emphasised the need to extend the benefits of skill development programmes to members of Self-Help Groups (SHGs), enabling them to diversify their capabilities beyond traditional occupations and enhance their economic prospects. She also called for stronger inter-departmental collaboration in designing and implementing skill development initiatives.
Earlier, Principal Director-cum-Chief Administrator, Skill Development Department (SDD), Mr Bishal Rai, briefed the house on the objectives of the meeting and informed members that the District Skill Committee is mandated to convene on a quarterly basis. He further stated that the committee has been entrusted with implementing action points emerging from the 5th National Conference of Chief Secretaries, chaired by the Prime Minister of India from 26 to 28 December 2025, in accordance with notifications issued by the Home Department.
Providing an overview of the Skill Development Department, Mr Bishal Rai highlighted the functioning of its three key divisions—Directorate of Craftsmanship Training Scheme and Employment, Directorate of Capacity Building including Niyukti Kendra, and the State Institute of Capacity Building. He informed the gathering that these institutions conduct a wide range of skill development programmes under Central and State-sponsored schemes and initiatives, with a strong emphasis on ensuring employment opportunities for successful trainees.
He also highlighted the role of the Rural Self Employment Training Institute (RSETI), which provides training to individuals from all six districts of the State within the age group of 18 to 50 years. The duration of training programmes ranges from 10 to 45 days, covering a variety of vocational and entrepreneurial disciplines.
He further informed the house that the department has been collaborating with SIKKIM INSPIRES to provide training opportunities for youth and women, enabling them to secure employment or establish self-sustaining enterprises. He announced that training programmes for Domestic Data Entry Operator, Hairdresser and Stylist, and Homestay Hosts would soon be launched in Namchi district.
Joint Secretary-cum-Chief Executive Officer, Skill Development Department, Ms Sushma Pradhan, also addressed the gathering and elaborated on the functioning of Niyukti Kendra. She stated that the initiative serves as a vital bridge between job seekers, employers, industries, and training institutions, offering services related to employment, apprenticeships, internships, and career guidance.
She further highlighted the centre’s role in facilitating flagship initiatives such as the Prime Minister Internship Scheme (PMIS), National Apprenticeship Promotion Scheme (NAPS), and National Apprenticeship Training Scheme (NATS), which provide students and young professionals with valuable industry exposure and practical training opportunities.
She also informed the house that Niyukti Kendra regularly organises job fairs, placement drives, employment registration programmes, and career counselling sessions. She noted that, under a pilot initiative, 13 nurses had been trained and successfully placed in employment opportunities in Germany. Additionally, she informed members that a Foreign Employment and Recruitment Board, along with Pre-Departure Orientation Training Centres, is expected to be established in the near future.
Principal, ITI Namchi, Mr M N Bhutia, highlighted the role and functioning of Industrial Training Institutes and briefed members on the various courses and vocational training programmes currently offered by the institutions.
The meeting concluded with an interactive discussion during which participants deliberated on key strategies and collaborative measures to further strengthen the skill development landscape of the district.
