DC Gyalshing Chairs Monthly Review Meeting of NCORD Committee; New Road Map and Format Introduced

Gyalshing, March 16 (IPR): The Monthly Review Meeting of the Narco Coordination (NCORD) Committee on substance abuse for Gyalshing District was convened today at the Conference Hall of the District Administrative Centre (DAC), Gyalshing.
The meeting was chaired by the District Collector-cum-District Magistrate, Mr Tenzing D Denzongpa, and attended by the Superintendent of Police, Gyalshing, Mr Tshering Sherpa; Additional District Collector Mr Suresh Rai; Additional District Collector Ms Tripti Hangma Subba; SDM Gyalshing Mr Sandesh Subba, along with senior officers and representatives from various departments.
Welcoming the participants, ADC Gyalshing Mr Suresh Rai presented a new roadmap and reporting format for NCORD activities, explaining the framework step by step. He also reviewed the minutes of the previous meeting and invited departments to present updates on their respective activities.
The meeting reviewed district-level actions on narcotics control, inter-departmental coordination, and emerging concerns related to substance abuse, with special focus on children and other vulnerable groups.
Emphasising the importance of a coordinated and preventive approach, the Chair directed all concerned departments to strengthen surveillance, intensify awareness programmes, and ensure timely reporting of substance abuse trends. Departments were instructed to adopt a proactive and collaborative strategy to effectively address narcotics-related challenges in the district.
The Health Department informed the house that regular awareness programmes are being conducted under the National Mental Health Programme, and that counselling along with referral to rehabilitation centres is being facilitated wherever required.
The District Child Protection Officer (DCPO) highlighted the need for a structured and coordinated mechanism to identify, mobilise, and support children vulnerable to substance abuse by bringing them into regular counselling and support systems.
Suggestions were also placed for enhanced inter-departmental collaboration to ensure timely intervention, counselling, and rehabilitation through appropriate institutional frameworks. Reports on ongoing awareness activities were also presented by the Education Department, Special Branch (SIB) Gyalshing, and the Labour Department.
Concerns regarding safety during high-altitude treks were also discussed. Directions were issued for mandatory health check-ups, proper acclimatisation protocols, and strict compliance by tour and trek operators. The need for mass awareness among drivers and the implementation of employee checking mechanisms were also emphasised.
The meeting further deliberated on the establishment of a De-addiction Centre in the district and discussed the necessary procedural measures for its implementation.
The meeting concluded with directions to all departments to intensify coordinated efforts towards creating a drug-free, safe, and healthy environment in Gyalshing District.
The meeting was attended by the BDO Chongrang; officers from SSB (36th Battalion, Yangtey); Assistant Director (Education); Welfare Officer (SWD); Assistant Director, SIB Gyalshing; Dean of Sanchaman Limboo Government College Aarigoan,Gyalshing; Principal of Government ITI Gyalshing; ASI from the Excise Department; Labour Inspector, and other stakeholders.
