Census 2027 Phase I training for Enumerators and Supervisors commences in Pakyong
Pakyong, April 02 (IPR): The training programme for Enumerators and Supervisors for Census 2027 Phase I - House Listing and Housing Census (HLO) for Pakyong Sub-Division commenced at the RDD Community Complex, RURBAN, Pakyong, today.
The training aims to equip enumerators and supervisors with the necessary skills and guidelines for accurate and efficient data collection.
The first phase of training was inaugurated by the Principal Census Officer and District Collector, Pakyong, Mr Rohan Agawane.
Addressing the participants, the District Collector highlighted the Census exercise, emphasising its significance and explaining its role in the enumeration of households and population for planning and policy formulation.
He further stated that the assignment entrusted to the Enumerators and Supervisors carries significant responsibility. He emphasised the importance of regular attendance during training, attentive participation, and diligent fieldwork, noting that the data collected would form a credible basis for national planning.
He also stressed the need for proper planning in the exercise and directed the participants to discharge their duties with sincerity and commitment, and to seek guidance from concerned officers in case of any difficulty.
Field Trainer to Enumerators and Supervisors and Joint Director, Education Department, Mr NB Subba, delivered a detailed presentation on various aspects of the digital Census.
He explained that the Census is the official and complete enumeration of every household and individual, capturing demographic, economic and social data at a specified point in time. He informed that Census 2027 will be the 16th Census in the series and the 8th since Independence.
The session covered the objectives of the Census, including its role in policy formulation and planning. It also outlined the methodology and key features of Census 2027, with emphasis on data accuracy and the operational workflow for Enumerators and Supervisors. The presentation further highlighted the use of digital tools in Census operations, the roles and responsibilities of field functionaries, and the structure of Census implementation at national and State/UT levels. Details of Phase I- House Listing and Housing Census (HLO) and Phase II-Population Enumeration (PE) were explained, along with methods of data collection, validation processes, and the Self-Enumeration facility.
He also briefed the participants on provisions of the Census Act and Rules, including duties, responsibilities and penalties associated with Census operations, and emphasised the importance of building public trust during enumeration.
Further, Field Trainer to Enumerators and Supervisors and Joint Director, DESME Ms Nenela Kazi delivered a presentation on the concepts and definitions related to building and Census house numbering. The session covered terms including houselisting block, premises, building, Census house, household, head of household, and persons to be covered, along with guidelines for house numbering.
She also elaborated on the preparation of the Houselisting Block (HLB) Layout Map, including its components, symbols used, prerequisites, and the steps involved in its preparation, along with guidelines for Enumerators.
Additionally, the schedule of questions for the Houselisting and Housing Census was discussed, with details on filling location particulars, information relating to the condition of houses, ownership and other basic information.
An overview of the HLO mobile application was also provided, including installation prerequisites, app availability, login process, language selection, and related features.
The training for the Pakyong Census circle will continue in three batches till April 11. Further, training sessions will be conducted across various subdivisions and Nagar Panchayats of the district as per the scheduled programme.
