CEO Sikkim highlights the “Book a Call with BLO” facility through the Press Conference

Gangtok, March 23 (IPR): A press conference for the publicity of the “Book a Call with BLO” facility for the public was held at the office of the Chief Electoral Officer, Sikkim, Baluwakhani, led by the Chief Electoral Officer, Election Department, Mr Prabhakar, IAS, today.
The primary objective of the press conference was to generate public awareness regarding the “Book a Call with BLO” facility available on the ECINET App. This service enables citizens to directly connect with their concerned Booth Level Officers (BLOs) for electoral roll-related matters such as enrolment, correction, deletion, replacement of Voter ID cards, and checking the status of mapping with the previous Special Intensive Revision (SIR) Electoral Roll.
During the conference, it was informed that the CEO’s office has undertaken a mapping exercise of electors as a pre-revision activity. Under this initiative, electors enrolled in the Electoral Roll of 2025 have been mapped with the Electoral Roll of 2002, which was the last SIR conducted in the State. So far, 75.66% of electors in Sikkim have been successfully mapped. Electors who have been mapped in the current Electoral Roll are not required to submit any documents during the enumeration phase of the Special Intensive Revision.
Mr Prabhakar stated that approximately 24 percent of electors remain unmapped and are likely to be excluded from the Draft Roll of SIR if not mapped. Such electors will be issued notices of hearing by the Electoral Registration Officers (EROs) through BLOs. They will be required to attend the hearing during the claims and objections period, along with relevant documents, to establish their citizenship. Upon due verification, their names will be included in the Final Electoral Roll. In this regard, electors were specifically encouraged to utilise the “Book a Call with BLO” facility on the ECINET App to get themselves mapped if not already done.
Unmapped electors whose names or whose parents’ or grandparents’ names are present in the last SIR Electoral Roll were advised to inform their respective BLOs and provide details such as State and Assembly Constituency, Polling Station, and Serial Number in the last SIR Roll to enable smooth mapping.
He also highlighted the list of 11 documents prescribed by the Election Commission of India for the verification of citizenship. These include identity cards or pension documents issued by government authorities, documents issued prior to July 1, 1987, birth certificates, passports, educational certificates, permanent residence certificates, forest rights certificates, caste certificates, entries in the National Register of Citizens (where applicable), family registers, and land or house allotment certificates issued by the government.
A short presentation was delivered by the Assistant Director (IT), Mr Norbu Zangpo Lepcha, demonstrating the step-by-step process of downloading the ECINET App and using the “Book a Call with BLO” facility. The presentation guided users through steps such as entering a mobile number, submitting a request, and receiving a callback from the BLO within 48 hours. It was also informed that citizens can avail the facility even if their phone number is not linked with their EPIC by using a new or alternate number.
Electors who have shifted to Sikkim after the 2002 SIR were also encouraged to use the facility to get themselves mapped using their own details or those of their parents or grandparents from the Electoral Roll of their previous State.
Furthermore, citizens were informed that they can search their names in the last SIR Electoral Roll through the Voter Service Portal by visiting the official website voters.eci.gov.in, selecting the relevant option under the Forms section, and entering the required details.
The conference had the presence of officials from the Election Department, Government of Sikkim.
