BAC Passingdang Delivers Governance at the Doorstep in Remote Lum Village, Lower Dzongu
Dzongu, April 8: In a landmark initiative aimed at strengthening inclusive governance and ensuring last-mile service delivery, the Block Administrative Centre (BAC), Passingdang, successfully conducted the second phase of the flagship programme “Administration at the Doorstep” in the remote village of Lum, Lower Dzongu.
Guided by the visionary leadership of Shri Prem Singh Tamang (Golay), the programme reflects the government’s unwavering commitment that no citizen should be deprived of essential public services due to geographical remoteness or infrastructural limitations. The initiative exemplifies the transformative role of grassroots administration in bridging accessibility gaps in far-flung and underserved regions by providing a comprehensive suite of government services directly to the residents. Key services delivered on-site included issuance of vital documents such as Marriage Certificates, Unmarried Certificates, Scheduled Tribe and Primitive Tribe Certificates, Employment Cards, Trade Licences, as well as Aadhaar enrolment and corrections. Additionally, essential attestations for documents such as land parchá and Certificates of Identification (COI) were facilitated seamlessly.
Healthcare services formed a critical component of the programme, with residents benefiting from routine health check-ups, preliminary diagnostics including tuberculosis (TB) screening, and distribution of essential medicines. The initiative also promoted awareness and enrolment under various social security schemes, enabling families to access affordable insurance coverage. Further strengthening service delivery, on-the-spot banking assistance was provided by State Bank of Sikkim, including the issuance of Bank Receipts.
The programme was organised by BAC Passingdang under the “Administration at the Doorstep” initiative, in close coordination with multiple departments, including the Office of the Sub-Divisional Magistrate/Land Revenue Department, Dzongu; Dikchu PHC and District Hospital, Mangan; Women & Child, Senior Citizen & Divyangjan Welfare Department; Forest & Environment Department; Police Department, Mangan, along with State Bank of Sikkim, Dzongu Branch.
The programme was graced by Smt Sonam Kipa Bhutia, Hon’ble Up-Adhyakshya, Mangan District Zilla Panchayat; Smt. Ongkit Lepcha, Chairperson, Horticulture Department; Shri Roshan Subba, OSD to Hon’ble Area MLA; Shri Tashi Thendup Lepcha, OSD, Food & Civil Supplies Department; Shri Ugen Lepcha, OSD, Land Revenue Department; Shri Gideon Lepcha, SDM Dzongu; Dr. Mahendra Tamang, BDO Passingdang; Dr. Sushmita Gurung, MO/IC, Dikchu PHC; Dr. Deependra Sharma, District Hospital, Mangan; Shri Prashant Rai, SHO, Mangan Police Station; along with officials of Garib Jan Kalyan Prakosta, engineers, and staff of BAC and SDM offices.
The initiative was spearheaded under the dynamic guidance of Shri Pintso Namgyal Lepcha, Hon’ble Minister and Area MLA, whose leadership continues to drive people-centric governance and inclusive development across Dzongu.
The successful execution of the programme was made possible through the dedicated efforts of Shri Sonam Tshering Adhamoo, Ward Panchayat and President, Panchayat Cell North District, whose logistical coordination and facilitation were widely acknowledged.
