6th State-Level NCORD Meeting Held at Tashiling Secretariat

Gangtok, February 27 (IPR): The Chief Secretary, Mr Ravindra Telang, chaired the 6th State-level Narco Coordination Centre (NCORD) meeting held at the Conference Hall of the Tashiling Secretariat today.
Delivering the welcome address, Secretary of the Home Department, Mr Tenzing T Kaleon, briefed the members on the inner workings of NCORD. He stated that the committee serves as a critical platform for departmental convergence, highlighting that the primary objectives are the reduction of both supply and demand, alongside the strengthening of inter-departmental coordination.
The meeting progressed through extensive discussions on the Action Taken Report (ATR) of the 5th NCORD meeting, which was presented by the Additional Director of the Home Department, Ms Bhumika Pradhan. The Chief Secretary held detailed deliberations on every point with the respective line departments, adding new action points for officials to follow.
The Chief Secretary emphasized the need to strengthen both forward and backward linkages in enforcement efforts to ensure the effective tracing of sources and the complete eradication of the drug menace. He stressed that the issue must be treated with the utmost urgency, describing the mission as a war on drugs. He urged officials not to handle such cases as routine theft or minor criminal matters, noting with concern that youth are increasingly being drawn into substance abuse.
Calling for enhanced surveillance, he underscored the importance of targeted monitoring and improved coordination with national agencies such as the Narcotics Control Bureau (NCB) and the Enforcement Directorate (ED). He further recommended the use of rapid testing kits as a proactive deterrent measure.
The Chief Secretary also highlighted the need for the proactive involvement of the Social Welfare Department through its Nasha Mukt Programme and suggested that the Health Department organize awareness and de-addiction camps to address the issue comprehensively. He called upon all District Collectors and Superintendents of Police to submit data-driven Action Taken Reports to ensure accountability and informed decision-making.
Emphasizing the importance of improving the overall quality of investigations, he noted that the issue holds significant social importance for the state of Sikkim and requires sustained hard work, seriousness, and collective commitment to eliminate the menace. While appreciating the efforts of all departments and officials involved, he urged them to intensify their work and further strengthen ongoing initiatives.
Lastly, he directed all District Collectors to create a specialized District Level Roadmap.
A brief presentation was made by Mr Tenzing Loden Lepcha,DIGP Gangtok Police Range & CID, highlighting the work being undertaken by the Police Department. He also briefed the attendees on the Action Taken Report of the 9th Apex NCORD meeting, which was chaired by the Union Home Minister, Mr Amit Shah, on January 9, 2026.
Following this, a presentation was made by Mr PR Mishra, AD NCB, wherein he shared the current standing and findings of the NCB with regard to Sikkim.
The District heads were further invited to present their views, and recommendations were suggested by them to make the battle against substance abuse more localized and relevant.
The meeting concluded with a vote of thanks delivered by Mr Tenzing Loden Lepcha, DIGP Gangtok Police Range & CID.
The meeting had the presence of the Head of Departments, officials of line departments, and representatives of NCB, ED, Special Branch, SIB, SSB Gangtok, ITBP and the Directorate of Prosecutions.
The DDG NER, District Collectors, Superintendent of Police, officers and officials from all the District Administrative Centres participated in the meeting virtually.
