Mangan, March 27 (IPR): General Observer for Mangan district, Mr Uma Kanth Umrao, IAS held a meeting with the district officials at the Conference Hall of District Administrative Centre, today.
DEO Mangan, Mr Hem Kumar Chettri provided a brief background about the district, its constituencies and all the election related activities that have taken place so far. He also informed the General Observer about the Control Room set up at the DAC and introduced him to all the Nodal Officers.
Mr Umrao began his note with his administrative background and his experience of more than two decades in the election process throughout the country. He reflected on the need to familiarise oneself with the rules and regulations of the general elections, stating that complacency is the biggest enemy.
He said that the election task is a zero-error job and one needs to be thorough with the directives and guidelines as more knowledge means more power, which eventually results in more authority. This, he laid down as a very important component, saying that enforcement is strictly to be followed, for which, counselling should be an essential instrument that should be used extensively.
He suggested that clear communications be established with candidates and agencies as more counselling leads to better compliance. He also succinctly explained the Expenditure Rules and its firm implementation. He praised the peaceful and conflict-free history of the state and said that he looked forward to working as a team for a free and fair elections
