Total Literacy Mission

Sikkim to be 100 percent Literate State by 2015

The Total Literacy Mission, launched under the dynamic leadership of Hon’ble Chief Minister Shri Pawan Chamling, seeks to achieve 100 percent literacy in Sikkim by 2015. Educational system in Sikkim is being revamped as per the Mission.

Under the leadership of the Hon’ble Chief Minister, the literacy rate in Sikkim has already reached an impressive rate of 82.6 percent in 2011 from a mere 56 percent in 1994. By 2015, Sikkim will be the second fully literate State in the country.

The Total Literacy Mission is being vigorously implemented across the State and involves every section of the society.

The Hon’ble Chief Minister has termed the Total Literacy Mission as a ‘People’s Mission’ since it would have active participation of panchayats and elected representatives of the constituencies. Services of pre-Primary and Primary teachers are being engaged extensively by the Mission. One Adult Education Centre is set up in each Gram Panchayat Ward to bring under the education system those adult members of the village who missed school education for various reasons.

The mission further involves each literate person to take responsibility of teaching one illiterate person to achieve the 2015 target.   

A vital chapter of the Total Literacy Mission seeks to impart quality and inclusive school education by reducing the dropout rate for Class I to VIII to less than 5 percent and to X to less than 15 percent. The mission also ensures availability of teachers in schools and implementation of comprehensive continuous evaluation systems besides adequate administrative and financial freedom to heads of the educational institutions.

Training of teachers is another component required for the accomplishment of the mission under the guidance of the Hon’ble Chief Minister. Required infrastructures have been established in all the four districts for professionally training the teachers in modern teaching methodology. The training also imbibes job satisfaction among the teachers enabling them to remain positive in their outlook. Transfer of teachers would be addressed in a scientific manner by the mission.

Computer literacy is another important responsibility tasked to the mission to equip students and teachers at par with rest of the country in terms of information technology. An elaborate training module has been framed to train teachers on computer technology. Training teachers in Spoken English for effective communication with their students is also a part of the Total Literacy Mission.

The mission has formulated a school infrastructure project to strengthen the existing infrastructure of the schools. The target is to provide pucca buildings to all schools, adequate number of toilets, drinking water facilities, continuous power supply, quality laboratories, library facilities and playgrounds as per the school’s requirements.

Quality higher and technical education is another priority under the mission by setting up more colleges and polytechnics.

In a nutshell, Total Literacy Mission is aimed to transform education system in Sikkim by 2015. It is not only about achieving a total literate State but also to make education inclusive and globally competitive based on human values.
