The Department of Information Technology after its establishment in the year 2000 has been initiating efforts in promoting E-governance in the State.

To disseminate information on the technologies and trends in the I.T sector the Department has been organizing, an annual interaction “SIKITEX” a premier I.T exhibition and conference in Sikkim ,in fact the only I.T fair which is now an eagerly awaited event in the calendar of technology meets. The event does not have any financial investment from the State Government and is organized completely from sponsorships from the various companies participating in the event. This year the event was host to the 3rd eNorth East Award Summit 2012 organized by the North East Development Foundation, Guwahati. The first edition of eNorth East Award Summit was held in 2010 in Assam. The second edition was held in 2011 with Government of Nagaland (Dept of IT). The eNorth East Summit has been supported by Department of Electronics & IT, Ministry of Communications & IT, Government of India, other supporting major partners are North Eastern Council, National Internet Exchange of India, Digital Empowerment Foundation (New Delhi), NASSCOM, Internet Society, Sikkim Manipal University, Microsoft, Sikkim Manipal Institute of Technology, VAR India, IAMAI, AVAYA, and others. The Principal Partner for Sikitex 2012 was National Informatics Centre Services Inc. (NICSI), Principal Sponsor-Microsoft, Co-sponsor- M/s Payoda, The Award Summit is about scouting good practices in ICT for development & governance in North East India. The focus is on citizen services delivery, health, education, livelihood, enterprise promotion, and youth and women empowerment in the region. Sikitex 2012 has a total of 32 Nos. of exhibitors from across the country participating in the event.


The Department organized its 4th Sikitex- SIKITEX 2012 on 22nd & 23rd Nov’12 at Chintan Bhawan, Gangtok. Hon’ble Speaker, Shri. K.T Gyalsten graced the ceremony as chief guest with Hon’ble Minister for IT, Sports and HRDD, Shri N.K Pradhan, as the Guest of Honor, Chief Secretary, Shri. Karma Gyatso and other distinguished guests. The program started with the inauguration of the event and visits to stalls followed by welcome speech from Shri. K. K Pradhan, Secretary, Department of Information Technology and enlightening speech and deliberations from the Chief Guest, Guest of Honor and various eminent personalities both from the Sikkim Government and other North Eastern States and Organizations. The inaugural session concluded with the vote of thanks by the Principal Director/IT which was followed by sessions and presentations.


The theme for the two days event was on 'Digital Inclusion for Inclusive Growth in North East India’. The programme was scheduled into (a) power panel inaugural plenary (b) five special plenary sessions (c) SIKITEX and the eNorth East Award 2012 Gala evening. Apart from guest and invited speakers, 27 innovators and best practitioners from the North East India region whose IT/ICT applications and innovations have impacted the common people and sectoral changes including education, health, and citizen services delivery were invited to share their ideas and innovations. These 27 innovators were also the finalists of the 3rd eNorth East Awards 2012. The inaugural power panel was addressed by the Hon’ble Speaker, Shri K.T Gyaltsen with dignitaries that included – Mr. Ami-Ullah-Khan, Deputy Director, Bill & Melinda Gates Foundation; Prof. T.B. Subba, Vice Chancellor, Sikkim Central University; Mr. Osama Manzar, Founder Director, Digital Empowerment Foundation; Brig. Dr. Somnath Mishra, Vice Chancellor, Sikkim Manipal University; Dr. Govind (CEO), National Internet Exchange of India (Govt. of India); Microsoft Representative; AVAYA Representative; Ms. Rama Vedashree, Vice President, NASSCOM.


The focus of the summit plenary was on ‘e-Governance, Citizen Services Delivery, e-Infrastructure & Knowledge Network’ and it had key case study presentations on ICT usage in citizen services delivery from the region and mainland India. A total of 22 presentations were lined up on best practices on- Information Systems & eGov, Query and Alert Based SMS service for Transport Department, Mizoram; Meghalaya e-Governance Core Infrastructure and e-Service Delivery Project, Meghalaya Information Technology Society; ICT Enabled Web-based Progress Monitoring System for Horticulture Mission for North East and Himalaya, Horticulture Division, Department of Agriculture & Cooperation, Ministry of Agriculture, Govt. of India. New Delhi; Mission Mode Project – Commercial Taxes (MMP – CT), Department of Commercial Tax, Nagaland; Transport Computerization Project for Sikkim ; North Eastern District Resources Plan (NEDRP): a Geo-portal showcasing the strength of Space Technology , North East Space Application Centre (NESAC), Shillong, Meghalaya ; and Transport Computerization Project of Tripura: Application for computerization of entire workflow in District Transport Offices.

The two days programme concluded with the Award Gala wherein 3 winners of SIKITEX award 2012 were felicitated in the categories of Sikitex 2012 IT Man of the Year award, Excellence in GIS award 2012 & Excellence in Software Development Award 2012 and 13 winners, 3 special mentions, 1 special jury mentions and 10 finalists were felicitated by the Chief Guest & other dignitaries including Shri D. R Nepal, Secretary, Rural Management & Development Department, Sikkim, and Shri C. S Rao, Secretary, Human Resource Development, Sikkim, Prof. M. P Gupta, IIT Delhi for the eNorth East Award 2012 in the following:

Sikkim bagged the award for Environment for “Village Spring Atlas for the Conservation of Himalayan Springs and Adapting to Climate Change”. The award was received by the Secretary, Rural Management & Development Department, Government of Sikkim, Shri D.R Nepal during the Award function.

The special jury & special mentions were – Youth Net Opportunity Express, Nagaland (Livelihood & Enterprise Category);, Assam (Culture & Heritage Category); ICT enabled web based progress monitoring system for the Horticulture Mission for North East and Himalayan States, Dept of Horticulture, Government of India, and Meghalaya e-Governance Core Infrastructure and e-Service Delivery Project ( e-Governance & Public Service Delivery Category).

SIKITEX-12 focused on various issues, challenges and emerging technologies through session during the seminar and presentations. This year the event had around 3200 visitors from across the state and also students from schools and colleges. There were attractive prizes to be won in the raffle draw.

The twin event provided a new window of opportunity immensely to know various innovative solutions and innovations in the ICT domain that impacts the masses.

The second day which was the concluding day of the event was followed by a gala dinner hosted by the organizers to all the participants.
