The Department of Information Technology after its establishment in the year 2000 has been putting a lot of effort and contribution in promoting E-governance in the State.


To disseminate information on the technologies and trends in the I.T sector the Department has been organizing, an annual interaction “SIKITEX” a premier I.T exhibition and conference in Sikkim ,in fact the only I.T fair which is now an eagerly awaited event in the calendar of technology meets.


SIKITEX is aimed to provide a platform for companies to showcase and launch I.T SIKITEXproducts, services and technologies to a wide but targeted audience. The event does not have any financial investment from the State Government and is organized completely from sponsorships from the various companies participating in the event. The department had organized SIKITEX’09 on 17th & 18th September’09 and consecutively SIKITEX’10 on 7th & 8th October, 2010. Encouraged with the success of Sikitex-09 & Sikitex-10 the Department organized its 3rd Sikitex- SIKITEX 2011. Initially the event was scheduled on 28th & 29th September 2011 but due to the earthquake that struck the state on 18th September which brought major destruction to the state and people the event was postponed. Gradually with the state governments initiative and hard work under the SIKITEXdynamic leadership of the Chief Minister the situation was stabilized with immediate relief measures. Later with the normalcy of the situation the department proposed to organize the event on 24th & 25th November 2011. The Government of Sikkim has placed quality School education and health care for its citizens high on its agenda. The department with the objective of the state government decided to also focus the event on Education and Health technologies/know-how.


The Chief Guest, Hon’ble Chief Minister due to his ill health could not attend the inaugural session which was then inaugurated by the Hon’ble Speaker, Shri K.T Gyaltsen in the presence of the Hon’ble Minister/IT, Shri N.K Pradhan, Council of Ministers and the Chief SIKITEXSecretary and officials from the state government. The inaugural function of SIKITEX-2011 included a visit to the exhibition stalls by the Chief guest followed by the release of MOTIF CD and conferring of Sikitex-11 IT Man of the year award which was given to Mr. Ganesh Kumar Rai, President, 22-Melli Dara Paiyong Gram Panchayat Unit for displaying highest degree of proficiency and commitment towards providing better services with the help of Information Technology.His contribution towards developing a Management Information System (MIS) for village Administrative Centre and SMS service has given the Gram Panchayat a new direction.


The inaugural session concluded with the vote of thanks by the Principal Director/IT which was followed by sessions and presentations.


SIKITEXThe theme for the event attracted participants from major companies in the field of education and health and we also had the added advantage of the Ministry of Health & Family Welfare, Government of India participating in the event. This year SIKITEX 2011 had sponsorships from Accenture Services Pvt. Ltd as the Principal Sponsor and also the Ministry of Health & Family Welfare, Government of India. The event received 56 entries from IT companies/Organization exhibiting for the event. The Department of AYUSH, under the Ministry of Health & Family Welfare, GoI also participated in the event with their focus on health through Ayurveda. The department this year had a stall for the differently abled, Sikkim’s initiatives and it displayed text books converted to Braille for the visually challenged children and talking books in the daisy format.


This year the event incorporated the State level consultation workshop on e-GovernanceSIKITEX organized by the Department of Information Technology, Government of India in association with NASSCOM. The target audiences for the workshop were the Panchayats members and the BDOs. The department also had the pleasure of having the Joint Secretary, DIT, Government of India, Dr. Ajay Kumar as the keynote Speaker for the event.


The first day of the event was followed by a special dinner party hosted by the department for the officials, GoI guests and principal Sponsors. The second day started off with a Zonal level workshop organized by the department which was attended by the State level officials including the District Collector, Additional District Collector, Block Development Officer and members of the Panchayat. The workshop was appreciated by all the participants and has suggested organizing such workshops in the next SIKITEX 2012. The list of participants are enclosed.


SIKITEXSIKITEX-11 focused on various issues, challenges and emerging technologies through session during the seminar and presentations. Topic included Computerization of Blood Banks, Indian system of medicine & Homeopathy, e-Health Care Service Delivery for Rural Population etc., presentation by education sector companies based on learning aids and technologies and an awareness program on IPv6 for decision makers for state government. The event was witnessed by visitors from across the state and also students from schools and colleges. There were attractive prizes to be won in the category of Gaming competition, fastest typist and on the spot quiz competition. The detailed programme schedule is enclosed.


Through an interactive session with the students we received feedbacks and suggestions to be incorporated in the next Sikitex and the response was overwhelming.


SIKITEX-11 provided a unique opportunity for industry to pick a product/technology for SIKITEXcommercial exploitation, for Academics institutes to identify industry needs, experience sharing and interaction with experts and much more. Donka -The E-Panda, the mascot for SIKITEX was an added attraction to the event.
The second day which was the concluding day of the event was followed by a gala dinner hosted by the event management company SAPE events, Kolkata to all the participants.
