CHIEF MINISTER’S SELF RELIANT MISSION (CMSRM)

Government of Sikkim has launched a scheme called CMSRM with objective to empower sikkimese youth to realise their full potential and understand their roles and responsibilities in making meaning full contribution to the development of scheme .This mission plays the significant role in creating employment  opportunity  thereby  making  financial  independent  by  setting micr0 small and medium enterprise  in the state.

OPPURTUNITIES  UNDER VARIOUS SECTORS

Industrial-Manufacturing, Processing & preservation of food items. Animals Husbandry-Dairy, piggery, Poultry , bee keeping.

Tourism-Rural tourism, eco tourism, gust house, home stays, cyber cafes, restaurant/fast food ,travel agencies, adventure tourism(pare gliding , rafting, trekking).

 Handicrafts-indigenous sikkimes handicraft like carpet & ravi weaving
,woodcraft, traditional painting ,tailoring,jewellery, black smithy.
 Agriculture,Floriculture & horticulture-organic seed production
,ginger,cardamom ,orange & apple plantation ,production of maize,sweet con pop corn maize, soya bean, dalley, organic vegetable, mushroom cultivation
,vermin  compost,  bio-fertilizer production,orchid production,seasonal flower
production etc.

 IT Sector-computer hardware, software programming, web designing. Creative Sector-Fashion design, interior design draftsmanship.

Business-grocery/manihari,garments,stationary,ration shop,paan shop,vegetable shops etc.

 Infrastructure trade- masonery,carpenters,plumbers,welders,painters,electricians,automobile repairs,fabrication ,TV/mobile.

CRITERIA


§   Age: Between 18-40 years

§   Qulification : Tranning certificate from SICB/state Govt./Govt.Approved institutes, trade license

§   Certificate of identification /Sikkim Subject .Residency  Certificate

§   Only one beneficiary per family except for BPL families

§   Those who have availed loan under CMSES will not be eligible under this scheme.

QUANTUM OF ASSISTANCE

From Rs. 25,000/-upto Rs .10,000/-

RATE OF INTEREST

Loan shall be interest free for the   first 2 years from the date of disbursement of 1st  instalment. Thereafter it shall carry an interest rate of 6% in case of men  & 5% in case of women beneficiaries.

REPAYMENT OF LOAN

Loan shall be repaid on EMI basis in five(5) years after a moratorium period of 2 years.However, the loanee can make repayment before the due date.

SECURITY & GUARANTEE & OTHER TERMS & CONDITION:

1.  Affidavit   executed   by   beneficiary   duly   stating   that   he/she   is

unemployed.

2.  Security bond to be executed & duly attested by SDM.

MONITORING & EVALUTION


It is the heart of the success of the program to ensure zero tolerance to youth idleness & unemployment. Regular monitoring & evaluation on quarterly basis need to be carried out by panchayat member & the BDOs .    Since BDOs    are the vital linked between the Govt.Organisation & the panchayat & the people ,they need to be roped into the monitoring system .Quarterly reports to be submitted in  order  to  evaluate the progress of  the beneficiaries  & address.redress issues if necessary.

DOCUMENT REQUIRED (ATTESTED COPIES):

 1.  Sikkim subject/ Certificate of identification/ Residency Certificate.

2.  Parcha or salary certificate.

3.  Two recent passport photo of beneficiary.

4.   Two recent passport photos of guarantors.

5.   Training certificate ,trade license, transport driving license.

6.  Birth certificate.

7. Government of Sikkim vide notification No.129/GOS/DOP/CB date:16th October 2008 has lunched schemes called (1)Comprehensive  Educational  Loan  Scheme(2)  Chief  Minister’s Self Employment Scheme (3) ) Chief Minister’s free Scholarship Scheme for the benefit of different candidates depending upon their needs and fulfilment of these criteria laid down below. These schemes are under the Directorate of  capacity Building, HRDD, Government  of  Sikkim  and  are  being  implemented  by  SIDICO.
