Human Resource Development Mission 2013

The Sikkim Human Resource Development Mission 2013 aims to empower Young Sikkimese with high quality education and provide access to them to a range of activities and experiences that will help them to make constructive choices and gain skills. The Government of Sikkim is the most youth-friendly government in the country and the Mission represents such connection between the government and youth.

Our commitment to support the youth in creating these opportunities is set out in this mission, says Hon’ble Chief Minister Shri Pawan Chamling.

The Mission would be covering the age-bracket of 14 to 35 years further divided into three sub-groups having different concerns and responsibilities. Generating awareness on social moral and ethical aspects amongst the youth is very essential for holistic development of the young generation. Youth leaders in their respective fields will be encouraged to excel by the Mission. It will also strive to infuse confidence and competitiveness among the students so they can take all types of competitive exams in State, national and international level. They would be given coaching and adequate assistance under the Mission.

Sikkim Entrepreneur Centres are to be established and tasked to find placements for skilled youths of Sikkim within and outside the State. Trained youths will be supported in self-entrepreneurship and forming youth self-employment groups by ensuring credit access at affordable and reasonably low interest rates.

Under the Mission, the Directorate of Capacity Building, State Institute of Capacity Building (Livelihood Schools), Sikkim Entrepreneur Centres, Sikkim Human Resource Development Department and Ministry of Overseas Employment, Government of India would work in close tandem and take all necessary steps towards imparting international-level training to suitable skilled youths of Sikkim and finally helping them to find job placements in foreign countries.

To achieve the Mission, school education policies and practices would be completely reviewed through a State-wide consultative process. Some other policy interventions would to strengthen vocational training at the secondary level, introduction of counseling at upper grades and establishing mentoring and internship opportunities.
