Press, Policy, and Progress: IPR’s Commitment and Sikkim’s Democratic Spirit Under Shri. Prem Singh Tamang Golay

A free and independent press forms the bedrock of any vibrant democracy. It empowers citizens by providing them with accurate information, enabling them to hold their leaders accountable while also contributing to societal transparency, inclusivity, and economic progress. The right to press freedom is enshrined in the Constitution of India, but the preservation and flourishing of that freedom require more than legal protection, it requires a supportive ecosystem. Celebrating various press-related observances is not merely a symbolic act; it is an opportunity to honour the role of media in strengthening democracy and to recommit ourselves to creating an environment where the voices of the people, as channelled through journalism, are respected, protected, and amplified. In Sikkim, this principle has been meaningfully realised under the dynamic and forward-thinking leadership of Hon’ble Chief Minister Shri Prem Singh Tamang Golay.
Since the formation of the Government in 2019, the Hon’ble Chief Minister, who also holds the portfolio of the Information and Public Relations Department, has demonstrated a deep commitment to nurturing a press environment that is independent, empowered, and ethically robust. He has spearheaded a series of proactive policies, welfare initiatives, and institutional reforms designed to uplift the media community and reinforce its role as the fourth pillar of democracy. Recognising that genuine press freedom is achieved not only through rights but also through sustained support, the Chief Minister has introduced mechanisms that affirm the dignity, security, and professional growth of journalists across the state.
One of the earliest and most symbolic acts of this administration was the long-awaited fulfilment of the Press Club of Sikkim’s demand for a permanent office. Despite the Press Club being in existence since 2002 and playing a pivotal role in the state's journalistic journey, it had never been granted a dedicated institutional space. Understanding the critical need for a platform for dialogue, training, and public engagement, the Hon’ble Chief Minister handed over the official documents of the Press Club Bhawan to PCS on 16 November 2019 and officially inaugurated on 12 December 2020, a gesture that went far beyond infrastructure, signifying trust and recognition of the press fraternity’s role in Sikkim’s progress. Also understanding the critical logistical needs of the press fraternity, the Hon’ble Chief Minister further extended support by handing over a 17-seater vehicle to the Press Club of Sikkim on 24 July 2023, reinforcing the Government’s commitment to strengthening journalistic mobility and access across the state.
The Government's respect for journalists was further cemented during the COVID-19 pandemic. At a time when the media continued to work tirelessly to inform the public amidst health risks, Chief Minister Golay took the unprecedented step of officially declaring journalists as frontline workers. This decision, passed through the State Cabinet, ensured that media personnel received early access to vaccination and were afforded the dignity and protection deserved by essential service providers.
Continuing this trajectory of welfare and protection, the Government of Sikkim became one of the few states in the country to extend health insurance coverage to accredited journalists. In 2024, over 90 journalists were brought under a state-sponsored scheme providing access to medical services at CRH Manipal. In another historic move, the State extended its support to retired journalists by introducing the 'Patrakar Samman Yojana,' a dedicated pension scheme aimed at ensuring their financial security and well-being. To facilitate the smooth implementation of this initiative, the Government sanctioned an annual grant of ₹20 lakhs, disbursed to the Press Club of Sikkim, thereby reaffirming its commitment to honouring the lifelong contributions of senior members of the press fraternity.
To further strengthen the institutional support for media professionals, the annual grant of ₹5 lakhs is annually given to the Press Club of Sikkim to meet operational needs.These initiatives are not just administrative actions; they are a testament to the Hon’ble Chief Minister's belief in the essential role of journalism in public life and his dedication to the dignity of those who serve in this profession.
The Information and Public Relations Department, operating under the leadership of the Hon’ble Chief Minister, has consistently acknowledged and celebrated journalistic excellence through a structured framework of awards. These recognitions not only encourage professional standards but also spotlight critical issues such as climate change, gender equality, and human rights. The Hon’ble Chief Minister introduced a new set of prestigious journalism awards administered by the Information and Public Relations Department, including the Teesta Rangeet Aviral Kalam Puraskara with a cash prize of ₹1,01,000, and the Chief Minister’s Awards of ₹50,000 each for outstanding reporting on Climate Change, Women’s Issues, and Human Rights. In addition, the Hon’ble Chief Minister enhanced the prize amounts of the Kanchendzonga Kalam Puraskar and the Lagansheel Yuwa Patrakar Puraskar to ₹1,01,000 and ₹51,000 respectively, further encouraging excellence in both senior and emerging journalists.
The IPR Department also continues to administer other notable recognitions, including the Kashiraj Pradhan Lifetime Journalism Award with a cash prize of ₹5 lakhs, and the Y.N. Bhandari Best Journalism Award valued at ₹2 lakhs, reflecting the Government’s ongoing commitment to honouring journalistic integrity and impact.
Recognising the personal hardships and crises faced by several journalists in Sikkim, the Hon’ble Chief Minister has consistently demonstrated compassion and solidarity by extending timely support during moments of distress. Whether it is aiding journalists suffering from serious health conditions or offering assistance to their family members during times of need, the Chief Minister has ensured that no appeal goes unheard. True to the spirit of a responsive and humane government, such support has been provided in accordance with established government provisions, reflecting his deep respect for the press fraternity and unwavering commitment to their welfare.
In addition to recognition, the IPR Department has been instrumental in facilitating access and exposure for media professionals. The streamlining of IPR accreditation cards has enabled journalists to gain easier national recognition and access to official events and institutions. Moreover, the Department is in the process of formulating a Digital Media Policy, a forward looking initiative designed to support indigenous digital platforms and emerging media entrepreneurs in Sikkim. This policy will be a major milestone in ensuring that the digital journalism landscape in the state is vibrant, accountable, and sustainable.
One of the most memorable events in recent times was held on 13 May 2025, Sikkim@50 Golden Jubilee Conclave jointly organised by the Press Club of Sikkim and the IPR Department. This special gathering brought together senior journalists, academics, and government officials to reflect on the evolution of journalism and governance in Sikkim over the past fifty years. It was not only a celebration of the past but also a reaffirmation of the state's commitment to a free, fair, and future-ready press.
What stands out most distinctly is that under the leadership of Hon’ble Chief Minister Shri Prem Singh Tamang Golay, the Government of Sikkim particularly through the efforts of the Information and Public Relations Department has redefined its relationship with the media. The Department has transformed into a committed and collaborative partnership in empowering the press and media in the state. This shift reflects a deeper understanding that a free, responsible, and supported media ecosystem is essential to the health of any democracy. By fostering mutual trust, creating institutional support mechanisms, and promoting an environment of openness and dialogue, the government has ensured that the press in Sikkim is not only protected in its freedom but also empowered in its role as a pillar of democratic society.
