Strong Step Towards a Safer Future: Final Land Demarcation Conducted for Toong Naga Rehabilitation

Mangan, 2nd September 2025: The final joint survey for land demarcation related to the rehabilitation of citizens affected by the Glacial Lake Outburst Flood (GLOF) in Toong Naga was successfully conducted today. The survey team identified and marked the entire boundary of the proposed rehabilitation site, ensuring clarity and consensus among all stakeholders.
The survey was attended by Hon’ble Chairman, Sikkim Welfare Commission, Shri Nim Tshering Lepcha; ADC (Development), Mangan, Dr. Sonam R. Lepcha; SDM Mangan, Shri Sandeep Kumar, along with his field staff; Hon’ble Panchayat President, Toong Naga Ward, Shri Sonam Tshering Lepcha; Hon’ble Zilla Panchayat Member, Toong Naga Ward, Smt. Diki Lhamu Lepcha; Ward Panchayat Member, Real Ward, Smt. Yangzom Lepcha; Ward Panchayat Member, Toong Ward, Shri Lakpa Chedrup Lepcha; AE, BAC Mangan, Shri Tashi C. Sithu and his team; ACF (T) Forest, Shri Narendra Sapkota and his team; Architect from Head Office, RDD, Shri Zongpu T. Bhutia; as well as all the concerned landowners.
During the process, a few pending land-related issues were resolved amicably on the spot. The team also held detailed discussions on the stability and suitability of the proposed land for human settlement. Hon’ble Chairman, along with Panchayat representatives and officials from the line departments, reviewed the topographical and environmental conditions to ensure the long-term safety and resilience of the new settlement.
Further, the condition of the approach roads and internal connectivity was reviewed. Hon’ble Chairman underscored that reliable and well-planned connectivity is vital for the sustainable development of the upcoming village and for ensuring livelihood opportunities and access to essential services for the resettled citizens.
The Government of Sikkim has accorded high priority to the rehabilitation and resettlement of GLOF-affected families of Toong Naga, with special focus on ensuring safety, sustainability, and dignity in their new settlement. A comprehensive report along with a plan of action will be submitted to the higher authority after the completion of the land survey and submission of development plans by the Rural Development Department (RDD), Government of Sikkim.
