Coordination Meeting on Labour Registration and Influx Monitoring Held at DAC Mangan

Mangan, February 5 (IPR) : District Magistrate Mangan, Mr Anant Jain (IAS), chaired a coordination meeting on labour registration and influx monitoring at the DC Chambers, District Administrative Centre (DAC), Mangan, today.
The meeting was attended by SP Mangan Mr Sonam Detchu Bhutia, ADC (Dev) Mangan Dr Sonam Rinchen Lepcha, SDM Mangan Mr Abhijeet Rajendra Patil (IAS), OC (107 RCC and 86 RCC), engineers from CPWD, Assistant Labour Commissioner Mr Karma S Bhutia, MEO Mr Tempo Tashi, and officials from relevant departments.
Discussions primarily focused on the procedure for labour registration and the requirement for both a labour licence and a restricted area permit, given that most parts of North Sikkim are designated as restricted areas. Issues related to the growing presence of labour in the unorganised sector, illegal settlements, and the importance of verifying documents during registration were also discussed.
Participants were informed about the mandatory documents for registration, with Aadhaar and voter cards being essential. Two types of registration forms—Form 8 and Form 9—are available for workers in the organised sector and for self-employed individuals in trades such as tailoring and carpentry. The need for early digitisation of the registration process was highlighted to prevent multiple registrations of the same worker.
Suggestions were made for joint inspections by the labour and police departments to identify, register and verify workers. The importance of registering workers under the Building and Other Construction Workers (BOCW) scheme and raising awareness of the associated benefits was stressed. Organisations engaging workers were advised to notify the police and relevant departments about the arrival and departure of workers in a timely manner.
In his address, the District Magistrate emphasised the need for categorising labourers into two groups—those with Aadhaar and additional identity proof and those with only Aadhaar. He further suggested sub-categorisation based on Aadhaar verification status. He urged all stakeholders to ensure proper documentation and verification while highlighting the importance of awareness programmes. Close coordination among departments was stressed to ensure effective implementation.
