Concluding day of third round of training for counting Officials
Gangtok, May 29 (IPR): The third day of training for Counting Supervisors, Counting Assistant and Micro-Observers of Gangtok district for General Elections 2024 concluded here at auditorium hall of SCERT college Burtuk today.
The training session had the presence of Mr Tushar G Nikhare District Election Officer (DEO) Gangtok-cum-District Collector Gangtok, Mr Milan Rai ADC (HQ) Gangtok, Mr Rohan Agawane ADC Gangtok, Mr GL Meena SDM (HQ) Gangtok, Mr Roshan Subba SDM Gangtok, Mr Sonam W Lepcha DPO Gangtok-cum-Nodal Officer for Training Management Team, Ms Bijayata Kharel Training Officer DDMA Gangtok, Ms Dhanmaya Rasaily Under Secretary Election Department (Gangtok) and Officers from District Election Office.
Mr Tushar G Nikhare DEO-cum-DC Gangtok in his address to the counting Officials, stated the importance of arriving in time to the counting hall on the counting day. Speaking on the same subject, he apprised everyone about the travel arrangement available to officials on duty.
During his address, he gave specific instruction to Returning Officers, Assistant Returning Officers and Counting Supervisors on counting day. He assured that his Returning Officers and Assistant Returning Officers will leave no stone unturned to assist the counting Officials on counting day.
Mr Rohan Agawane ADC Gangtok, in his brief address, stated the importance of the three rounds of training as it will help them to execute practical on the counting day. Sharing his word of caution, he urged the counting Officials to arrive at designated time on counting explaining the frisking process in detail. Touching on the same subject, he explained that the new norms of Election Commission of India (ECI) have new security protocols in place surrounding areas of counting hall and urged the officials to arrive at counting hall prior to the reporting time.
The ADC evaluated the confidence of the counting Officials and hoped that the three rounds of training have given enough theoretical knowledge to those who have attended it. He concluded his address by extending his best wishes to the counting Officials for counting day on June 2nd and June 4th, 2024.
Mr GL Meena SDM (HQ) Gangtok, conducted an interactive session with the counting Officials wherein questions were displayed through projection and the Officials answered as per their discretion. The question covered vast array of subjects such as counting of Postal Ballot, EVMs and VVPAT slips and responsibilities of counting Officials.
The discourse also covered important topics on counting of votes including legal provisions, detailed layout of counting halls, Form 17C, Form 20 and Annexure-A through a powerpoint presentation.
Mr Jigme Wangchuk Bhutia State Level Master Trainer who took the training session reviewed topics discussed in previous session such as counting officials, inspection/unsealing of Electronic Voting Machines (EVMs), new regulations on counting of votes, Form 13A, Form 13B, Form 13C, Form 17C, rejection criteria of the postal ballot, procedure to count votes recorded in Electronic Voting Machines (EVMs) and postal ballot paper.
The State Level Master Trainer in his address to the Counting Officials, instructed them to be cautious when rejecting postal ballot as they have duty towards the electors. He also conducted practical training session on counting of Postal ballots, EVMs and VVPAT slips.
The two-day long third round of training for counting officials was attended by 408 officials.
The counting officials also visited the counting halls to be familiarized with the venue.
The counting of votes for General Elections 2024 is scheduled to take place on June 2, 2024 (for Assembly Constituencies) and June 4 (for Sikkim Parliamentary Constituency) at the premises of DIET College and SCERT.
