PRADHAN MANTRI ANUSUCHIT JAATI ABHYUDAY YOJANA (PM-AJAY)-

The Ministry of Social Justice and Empowerment, Government of India is implementing Centrally Sponsored Schemes “Pradhan Mantri Anusuchit Jaati Abhyuday Yojana for the development and welfare of Schedule Castes communities. Being the Nodal Department, it has been implementing and monitoring such schemes by focusing the prime areas and pockets where the Scheduled Caste Community are living in Below Poverty Level.

To reduce poverty of the SC communities by generation of additional employment opportunities through skill development, income generating schemes and other initiatives. To improve socio- economic developmental indicators by ensuring adequate infrastructure and requisite services in the SC dominated villages. To improve literacy and encourage enrolment of SCs in schools and higher educational institutions by providing adequate residential facilities in quality institutions, as well as residential schools where required, especially in the aspiritional districts/SC dominated blocks.
The main objective of the scheme is to create income generation and employment opportunities to the BPL Scheduled Castes community through various income generating schemes and skill development training for their sustainable livelihood.

COMPONENT OF SCHEMES (PM-AJAY)

SPECIAL CENTRAL ASSISTANCE TO SCHEDULED CASTE SUB PLAN (SCA TO SCSP)

INCOME GENERATING SCHEME:

These includes the distribution of various income generating schemes like dairy development, distribution of piglets, goatery, poultry, water tanks with poly pipes, low cost green house for progressive farmers, sewing machine, power tiller, blacksmith tools, assistance to establish small scale retail shop or business enterprise, incentive to differently abled SC beneficaiaries to establish of business enterprise to the BPL SC communities.

SKILL DEVELOPMENT SCHEME:

To provide various skill development training to unemployed Scheduled Castes youths to develop skills for their sustainable livelihood.

BABU JAJIWAN RAM CHATTRAWAS YOJANA (BJRCY):

This scheme includes the construction of hostels belonging to Scheduled Castes students to enable and encourage quality education and provide accommodation to the students hailing from rural and remote areas of the country.

ACHIEVEMENTS:

The construction of two SC girls hostels at Government Sr. Sec. School, Rhencok, East Sikkim and SC girls hostels Buraikhop (Dodak), West Sikkim has been completed. Besides, that there are two number of SC girls hostels at Rhencok Government College and Rangtu Ralap, Khamdong are under construction. The two nos. of SC Bhawan at Development Area, Gangtok and Chingthang, West Sikkim is under construction which is a 100% State funded Scheme under SCSP.

2. NATIONAL ACTION PLAN FOR DRUG DEMAND REDUCTION (NAPDDR)

National Action Plan for Drug Demand Reduction is a centrally sponsored scheme under Ministry of Social Justice and Empowerment, Government of India. The Social Welfare Department, Government of Sikkim has been implementing various activities and events under the State Action Plan for drug demand reduction in the state in coordination with the registered NGOs working in the field of substance abuse and also with line Departments.

MISSION AND VISION:

The main objective of the Scheme is to address the problem in increasing dependence of drug and substance abuse in the State. The main aim of the scheme is to create awareness against the Drugs and Substance abuse and to make drugs free society.

ACHIEVEMENTS:

The Department in coordination with the registered NGOs conducted various awareness/sensitization programme against the drug and substance abuse for the betterment of the society. The Department also provided orientation cum counseling programmes for social workers, councilors, functionaries of de-addiction centres, stake holders and skill development training programme for the recovered residents. Keeping in view, the importance of physical fitness of the residents, Department provided gym equipments and Computers sets to the various De-Addiction cum Rehabilitation Centres. The State Government has also set up De-Addiction-cum-rehabilitation Centre at Kitchudumra, Namchi District which was inaugurated on 12^th August 2022 by the Chief Justice High Court of Sikkim and Patron in Chief, Sikkim State Legal Authority Shri. Justice Biswanath Somadder in presence of Chief Minister Shri. Prem Singh Tamang (Golay) and others dignitaries.

3. PM YASASVI PRE MATRIC SCHOLARSHIP FOR OBC, EBC AND DNT STUDENTS

MISSION AND VISION:

The Government of India has newly introduced Centrally Sponsored Scheme of Pre Matric Scholarship Scheme for OBC ,EBC and DNT Students studying in the Government Institutes in Class IX and X w.e.f. 2022-23. The main objective of the scheme is to provide financial assistance to the OBC and EBC students to enable them to complete their education. This scheme is funded in the ratio 90:10 by the Central and the State.

4. PM YASASVI POST MATRIC SCHOLARSHIP FOR OBC, EBC AND DNT STUDENTS

MISSION AND VISION:

The Government of India has been implementing the scheme of PM YASASVI Post-Matric scholarship to students belonging to OBC, EBC category. The main objective to provide financial assistance to students for pursuing post matriculation or post secondary courses to enable them to complete their education through recognized institutions. This scheme is funded in the ratio 90:10 by the Central and the State.

5. CONSTRUCTION OF HOSTELS FOR OBC BOYS AND GIRLS

MISSION AND VISION:

The main objective of the scheme is to provide hostel facilities to students belonging to socially and educationally backward classes, especially from rural areas to enable the students to pursue secondary and higher education. The scheme as such mainly targets the students hailing from remote areas and those belonging to poor families as well those who generally discontinue their studies due unavailability of nearby Secondary School and College.

6. PRE MATRIC SCHOLARSHIP TO SC STUDENTS
MISSION AND VISION:

The Government of India has been implementing the scheme of Pre-Matric scholarship to students belonging to SC category. The main objective of the scheme is to provide financial assistance to SC students to enable them to complete their education. This scheme is funded in the ratio 90:10 by the Central and the State.
There are two components under above mentioned scheme.

Component I - Pre Matric scholarship for Scheduled Caste students studying in classes IX and X on a full time basis.
Components II - Pre Matric scholarship for children of those engaged in occupation involving cleaning and prone to health hazards.

7. POST MATRIC SCHOLARSHIP TO SC STUDENTS
MISSION AND VISION:

The Government of India has been implementing the scheme of Post-Matric scholarship to students belonging to Scheduled Castes. It aims to provide financial assistance to students belonging to economically weaker Scheduled castes students for pursuing post matriculation courses through recognized institutions. Under this scheme, Central assistance is provided in 90:10 basis over and above their respective “committed liability”.

8. TRANSGENDER (PROTECTION OF RIGHTS) ACT, 2019.
MISSION AND VISION:

The Social Welfare Department, Government of Sikkim has been implementing various activities and awareness programme in coordination with the registered NGO ‘Rainbow Hills Association’. The State Government has earmarked a sum of Rs. 5.00 lakhs for the awareness programme on Transgender for the financial year 2021-22.

9. THE PROTECTION OF CIVIL RIGHTS ACT, 1955 AND THE SCHEDULED CASTES AND THE SCHEDULED TRIBES (PREVENTION OF ATROCITIES) ACT, 1989:

Article 17 of the Constitution of India has abolished ‘untouchability’, and forbidden its practice in any form. Enforcement of any disability arising out of ‘untouchability, is an offence in accordance with provisions of the Protection of Civil Rights {PCR} Act, 1955, which is an Act of Parliament. Likewise, the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) {PoA} Act, 1989, another Act of Parliament which also falls within the provisions of Article 17 and 35(a) (ii) of the Constitution, was enacted for preventing atrocities against members of Scheduled Castes and Scheduled Tribes, to provide for Special Courts for the trial of such offences as well as relief and rehabilitation of the victims of atrocities. These two Acts are implemented by the concerned State Governments/Union Territory Administrations.
As the PCR and PoA Acts are implemented by the respective State Governments and Union Territory Administrations, with a view to ensure its effective implementation, Central assistance is provided to them under the Centrally Sponsored Scheme for implementation of the PCR and PoA Acts, mainly for following purposes:- (i) Functioning and strengthening of the Scheduled Castes and Scheduled Tribes Protection Cell and Special Police Stations. (ii) Setting up and functioning of exclusive Special Courts. (iii) Relief and Rehabilitation of atrocity victims. (iv) Incentive for Inter-Caste Marriages. (v) Awareness generation.

MISSION & VISIONS:

Under the Schemes Protection of Civil Rights Act, 1955 and the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act 1989, the Department conducted awareness drive in all the Districts wherein the general public, students and members of NGOs were sensitized about the Act, brochures were also distributed.

ACHIEVEMENTS:

Inter caste is one of the scheme under protection of civil rights act, 1955 and the scheduled castes and the scheduled tribes (prevention of atrocities) act, 1989 which is being implemented Social Justice Division of Social Welfare Department. This scheme has funding pattern of 50:50 between Central and State Government. The rate of incentive per couple is Rs. 30,000/- (thirty Thousand) only. The total 17 nos. of beneficiaries has been benefited for the financial 2021-22.
