Driving licenses are issued under Section 1 to 11 of the Motor Vehicles Act, Rule 3 to 21 of CMVR, 1989 read with Rule 3 to 19 of the SMVR, 1991.In the State of Sikkim driving licenses are being issued by the Motor Vehicles Department through its four Regional Transport Offices.

Under the project “Comprehensive e-Governance Solution in the Transport Sector” with its strong determination to implement SARATHI software’s. Sarathi is for processing Driving License and related activities. It can be used to issue a Learner’s License, Permanent Driving License, Conductor License and also Driving School License to the applicant.

Sl.no	Category	Age Limit	Criteria
1.	Motor cycle of special category	16 years	A motor cycle of engine capacity not more than 50 cc without gear falls in this category. The applicant must be signed by applicant or the guardian.
2.	Private cars and motor cycles	18 years	All light vehicles not used for carrying passengers/goods for hire are covered in this category.
3.	Transport vehicles	20 years	All buses, lorries, taxis auto rickshaws etc. fall in this category.
