DWSM Committee Reviews JJM and SBM-G Progress in Gyalshing
Gyalshing, August 24 (IPR): A meeting of the District Water and Sanitation Mission (DWSM) Committee was held at the Conference Hall of the District Administrative Centre (DAC), Gyalshing.
The meeting under the chairmanship of District Collector Gyalshing Mr Tenzing D. Denzongpa, reviewed the progress of the Jal Jeevan Mission (JJM), Swachh Bharat Mission-Gramin (SBM-G) and other water and sanitation-related activities in the district.
The meeting was attended by the officials from the concerned departments, Gyalshing District Zilla Panchayat, Block Administrative Centres, Public Health Engineering Department, Water Resources Department and representatives from Gram Panchayats.
At the meeting, the committee collectively deliberated on the agenda and its stipulated goals in the district.
The committee members, under the chairmanship of DC Gyalshing, chronologically discussed on the Sujalam Bharat mapping process, progress of e-Gram Swaraj login and the status of Rural Marketing Centres (RMCs). The house discussion also highlighted the need to verify RMC and habitation details on the ground and ensure that the same are correctly reflected in the online records. The concerned blocks and technical teams were asked to work closely with PHED while carrying out the verification and mapping.
The status of JJM water-supply schemes, including functional and non-functional schemes, was also reviewed in the meeting. The committee stressed regular field visits, timely repairs and proper operation and maintenance of completed schemes. Water-quality testing and monitoring were also discussed, along with the role of Barefoot Engineers in field testing, minor repairs and collection of relevant data. The need for regular training and practical field support for the Barefoot Engineers was emphasised at the meeting.
The report on Grievance Redressal Committee was discussed with particular focus on complaints related to water supply, non-functional schemes and payment-related issues. The committee emphasised the need for a simple and responsive block-level coordination mechanism so that field issues can be reported and followed up without delay. Financial progress and pending liabilities were also reviewed and, concerned officials were advised to keep the records updated, reconcile the physical and financial progress of works and ensure that expenditure is made as per approved plans and prescribed guidelines.
Under SBM-G, the committee reviewed the current status of implementation and stressed on regular upkeep. Discussions were also held on the Plastic Waste Management Unit (PWMU), Gyalshing, Paryavaran Mohotsav, and oak plantation activities in convergence with the Forest and Environment and Education Departments. The identification of suitable nursery sites through field visits at the block level was also discussed.
The meeting further reviewed sanitation and road-management issues around the 72nd Bn SSB Camp at Yuksom, along with water treatment and Jal Sewa Ankalan/Arpan Diwas. The concerned departments were advised to coordinate closely and submit the required reports within the stipulated timelines.
District Collector Gyalshing Mr Denzongpa, in his address to the house, stressed that regular field monitoring and coordination among departments, technical teams, BDOs and gram panchayats are essential for effective implementation of the programmes. He called upon the concerned officials to address field-level issues promptly and ensure proper maintenance of water and sanitation assets.
The meeting concluded with an open-house discussion, during which members of the committee shared field-level concerns and suggestions. The committee called for continued coordination and timely follow-up for effective implementation of JJM, SBM-G and other allied programmes in the district.
