Text Box: INVITATION FOR EXPRESSION OF INTEREST FOR PROVIDING PROJECT MANAGEMENT CONSULTANCY SERVICES FOR FEASIBILITY ASSESSMENT AND PREPARATION OF DETAIL PROJECT REPORT (DPR) FOR INFORMATION TECHNOLOGY SPECIAL ECONOMIC (SEZ) ZONE IN SIKKIM  

 

 

 

 

 

 

Department of Information Technology, Government of Sikkim desires to establish a State of the Art IT Special Economic Zone (SEZ) in Sikkim near Pakyong Greenfield Airport area. A land parcel of 28 Acres has been identified for this purpose. As a first step to this project development, a Detailed Project Report (DPR) is proposed to be prepared for the project.

 

Department of IT, Govt. of Sikkim proposes to engage an agency for end to end Project Development and promotional partnership for the proposed location in a Public Private Partnership (PPP) mode which will also include attracting Anchor Investor / other investors into the SEZ.

 

The project site covers 28 acres of land near Pakyong Greenfield airport area in East Sikkim. The project has been envisaged as IT SEZ to attract prospective investors with maximum possible proportion of land allocated for IT, ITES, Hotel, Residential facilities, and other support services as per the development norms. The land is now under the process of possession by the I.T Department, Government of Sikkim and   would be given over to the selected Electronic & IT industries on long-term lease containing stipulations on development parameters. However, for operational and financial transactions, IT Department, Govt. of Sikkim will be the nodal agency on behalf of the State Government.

 

This is a proposal requesting the experienced technically sound resourceful and reliable firms/ organization for selection of their firms for the consultancy service. The Expression of Interest so received from Firms will be scrutinized and short listed according to the eligibility criteria mentioned below. Out of all the interested firms, only a few firms will be selected and listed on the basis of merit position in the manner of grading to be made by the departmental committee. On completion of the above process only selected firms will be informed about their selection. Thereafter, selected firms will only be asked to give presentation on IT SEZ to the departmental committee.

  

Interested organizations who have executed similar works may apply for providing PMC services satisfying the eligibility criteria as stipulated below.

 

Eligibility Criteria for EOI Applicants:

 

The entities should meet the following conditions for being eligible for submission of EOI:

 

1.      Company must be registered under the Indian Company Act

2.      The Consultant must have been engaged in the business of developing similar IT SEZs / Industrial Parks / Hubs during the last 5 years.

3.      The Consultant should have experience in executing IT / E Governance projects worth Rs.50 lakhs in Sikkim

4.      The Consultant should have end to end Project Development experience and have a track record of sourcing investors for such projects

5.      The Consultant must have a minimum Turnover of Rs.100 crore, as per the audited / certified balance sheet of 2010-11. No consortium or consortia would be allowed.

6.      The Consultant must have undertaken similar type of work out of which at least one project must be worth Rs. 50 crores, during the last 3 years.

7.      The Consultant must have prior experience of working in the state of Sikkim for two years at a stretch.

 

The interested Consultants must submit the following along with the EOI:

 

1.      Documentary evidence of pre-qualification criteria as mentioned above.

2.      List and brief description of similar activities undertaken in the last 5 years.

3.      Copy of audited Balance Sheet and Annual Report, if any, for the last 3 years.

4.      Tentative lumpsum budget for preparation of the DPR and project development.

 

Deadline for Submission of EOI

 

The EOI shall be received, in sealed covers at the office of the Principal Director, DIT, Govt. of Sikkim, Secretariat Annexe -1, Top floor, Sonam Tshering Marg, Gangtok, Sikkim-737101,  not later than June 20th , 2011

 

EOI Evaluation

 

1.      The EOI submission shall be evaluated by an Empowered Committee who would determine the criteria for evaluation of the technical and financial capability of the applicant Industries, developer agencies.

2.      Commitment from the Consultant to bring in anchor investors /developers. The role of the anchor investor would be to invest in the Park. The developer would design, construct, operate maintain and manage the SEZ on a Public Private Partnership (PPP) basis.
