To make the disabled employable
through the use of various I.T Tools.
This Objective has also been clearly enshrined
in the mission statement of the Information Technology
Department.It is seen that the persons with one type of
disability have other faculty highly developed. For instance
visually challenged person has a very keen sense of hearing
and sharp memory. Similarly a hearing impaired has an above
average power of concentration enabling him/her to be more
productive in certain areas than a normal person. The I.T
Department would like to leverage and hone these faculties.
For instance hearing impaired can make a very good DTP
operator. Similarly a person who is visually challenged can
memorize an entire telephone directory and function
effectively as a telephone operator.
The idea is to use I.T tools to
help them communicate effectively and also improve their
skills.
INITIATIVES:
Following Initiatives has
been taken by the Information Technology Department to
meet the above OBJECTIVE.These initiatives have resulted in improvement in the
performance of the disabled students in the Board
Examinations and with subsequently many of them
getting employment.

Conversion of text books into Braille for the benefit of
the visually challenged Students of Sikkim.About 80% of
the prescribed school text books have been converted
to Braille employing the services of three Deaf and
Dumb computer operators. In this process three Deaf
and Dumb computer operators have been gainfully
employed.

Many books have been converted to audio in the Daisy
format in our in- house recording facility. These
are very useful for students with visual impairment
and Cerebral Palsy who have problems reading. These
audio books are being sent to the Blind school,
Namchi and Spastics School, Gangtok. More talking
books are in the pipeline.

Special
audio players called Daisy Players have been given
to the Blind Schools.

A full fledged Computer Lab has been setup at the Namchi
Blind School along with fast Braille Printer (Juliet Pro), Duxbury Braille Translator.JAWS, scanner.Tactile Reader.

Performance of the I.T equipment and students is
monitored by Department of I.T on a monthly basis.

At the special School for the Deaf and Dumb at Gangtok a
Computer Lab has been set up and a 'software' Teaching Sign Language using Nepali vernacular has
been developed by us. Various DTP software like
Corel, Pagemaker, Photoshop and typing software has
been installed. A computer instructor who himself is
Deaf and Dumb has been posted at the Special School
and he teaches the Students Typing and DTP.

The Department of I.T monitors the performance of the
Students on a weekly basis. The idea is to make the
Students acquire skills to get jobs as data entry
operators and photo editors.

Under Capacity Building Programme 22 local youth
suffering from various disabilities underwent a one
month training programme in Multimedia organized by
Department of I.T.

The Department of I.T has also introduced special icon
based software and devices for teaching children
suffering from mental and motor disabilities at the
Spastic School.

At the Viklang Sahitia Samiti office 11 computers have
been installed to teach orthopedically handicapped
on IT skills.

ICT VOCATIONAL CENTER:
- The Ministry of Information Technology
has planned to set up ICT VOCATIONAL CENTER IN 100
Schools across the country with latest technological
equipment.
- Out of these Sikkim is getting three
centers, Blind School Namchi,Special School for the
Hearing Impaired and Sikkim Viklang
Sahitia Samiti respectively.
